Working Group 1 was tasked with two assignments. The first assignment was: Creation of a climate for free political participation; and the second: Role of the International Community. Working Group 1 compiled a report for CODESA 2 on its activities and sub-groups.

Working Group 1 formed a Steering Committee (WGSC), and three sub groups each allocated their own theme:

Sub Group 1 (WGGS1) theme: Completing the Reconciliation Process

Sub Group 2 (WGSG2) theme: Continuing the Security and Socio-Economic Process

Sub Group 3 (WGSG3) theme: Creating a Climate and Opportunity for Free Political Participation

Working Group 1 focused on assignment 1 and addressed assignment to on an ad hoc basis as it related to the themes of the sub groups.
